Abstract

Through modern technologies, a comprehensive data strategy, and innovative ideas, Air Force Operational Energy strives to create an energy-optimized Force that maximizes combat capability for the warfighter. William Spacy, Chief of Current Operations and Aviation Energy Policy, will discuss how Air Force Operational Energy works with industry, major commands, and aligned organizations to increase aviation fuel efficiency and develop energy-informed solutions.

Abridged Biography

Mr. William L. Spacy II is the Chief of Aviation Energy Operations Policy, Office of the Deputy Assistant Secretary of the Air Force, Operational Energy, Washington,
D.C. Mr. Spacy directs development of operational aviation energy policy to optimize use of energy resources in support of the global United States Air Force mission.

Mr. Spacy entered the Air Force in 1983 as a graduate of the United States Air Force Academy. During 30 years of active service, he served in operational assignments as a pilot in the C-23A, C-130H and C-17A, flying combat and combat support missions in support of operations Desert Storm and Allied Force. Mr. Spacy commanded the 317th Operations Support Squadron at Dyess Air Force Base, Texas, served as Vice Commander of the 305th Air Mobility Wing at McGuire Air Force Base, New Jersey, and deployed as Commander of the 385th Air Expeditionary Group in Southwest Asia. Mr. Spacy’s staff tours include systems engineer in the C-17 System Program Office, Wright-Patterson Air Force Base, Ohio, Division Chief in Joint Staff Deputy Directorate for Strategy and Policy, the Pentagon, and Chief of Staff for 18th Air Force at Scott Air Force Base, Illinois. Mr. Spacy concluded his active duty career as Air Force Attaché in Berlin, Germany.

Prior to his current position, Mr. Spacy served as Operations Research Analyst for Headquarters Department of the Army, Deputy Chief of Staff, G-3/5/7 and G-8.
