Optimized Planning and Operations of Integrated Community Energy Systems: Introducing the Dynamic Monitoring and Decision Systems Framework (DyMonDS)

Abstract
Many operators of transportation, military, medical, data and call centers now seek a new distributed utility company that integrates multiple local area power and thermal distribution networks (“Microgrids”) into a community energy system. Regulators of several states have responded by enabling competition from such an integrated community energy system (“ICES”).
Based on two decades of collaboration with the United States Conference of Mayors and more recent collaboration with the American Association of Port Authorities, Pareto Energy will present a methodology for four simultaneous stages of ICES engineering and institutional design.
In addition to that case study, Pareto Energy will show case studies underway for ICES planning in the City of Cleveland, the District of Columbia and two California ports. Overall, the benefits for of DyMonDS for training, cybersecurity, and financial optimization of a typical ICES will be highlighted.
Biography
Mr. Warner received his B.A. in Government from St. Lawrence University and completed PhD level course work in economics at George Washington University. Utilizing his decades of experience developing project financing and optimization models for climate mitigation projects in reforestation, energy efficiency, and renewable energy, he founded Pareto Energy in 2004 in collaboration with the United States Conference of Mayors (“USCM”) where he now sits on the Board of US Mayor Enterprises.
